Kyong Hak-min has formally taken office as the new North Korean ambassador Vienna, beginning his crucial diplomatic posting in Austria in July 2026. This appointment signifies a key shift in Pyongyang’s European diplomatic presence. He also now serves as North Korea’s Permanent Representative to the United Nations Office in Vienna (UNOV).
During an accreditation ceremony, Ambassador Kyong presented his credentials to Austrian Federal President Alexander Van der Bellen. Additionally, he submitted his credentials to Monica Juma, Director-General of UNOV, at the UN offices in Vienna. During these meetings, the diplomat conveyed “warmest regards” from North Korean leader Kim Jong-un.
President Van der Bellen expressed gratitude for these regards. He voiced hopes for positive future developments in the Democratic People’s Republic of Korea (DPRK). Moreover, he wished for a constructive evolution in bilateral relations between the two nations.
Ambassador Kyong Hak-min is a seasoned diplomat and a recognized expert on Europe. He succeeds Choe Kang-il, who had served as ambassador in Vienna since 2020. Notably, Kim Kwang-sop, the nation’s founder Kim Il-sung’s son-in-law, held the post for 27 years before Choe.
The mission in the Austrian capital is not new territory for Kyong. He previously served as Third Secretary at the North Korean Embassy in Vienna from 2001 to 2004. Furthermore, he worked as Counselor at the embassy in Germany between 2009 and 2013. His education includes studies at the Technical University of Dresden, among others. He is fluent in both German and English.
Within North Korea’s Ministry of Foreign Affairs, Kyong held various leadership roles. These included Deputy Director of the European Affairs Department (2013–2015) and Senior Official for Economic Cooperation (2015–2019). Most recently, he served as Deputy Director of the Political Policy Department (2019–2024).
Vienna stands as one of Pyongyang’s most vital diplomatic hubs in Europe. This importance stems from the presence of numerous international organizations. The dual role of North Korean ambassador Vienna and UN Permanent Representative underscores this significance. According to current data, North Korea maintains 43 diplomatic missions globally. Fifteen of these missions are located in Europe, reflecting Pyongyang’s strategic diplomatic engagement across the continent.
