Ukraine Urges EU to Unlock Frozen Russian Assets for Crucial Funding

Ukraine is renewing efforts to secure crucial financial support. Specifically, Kyiv wants European countries to reconsider using frozen Russian assets. The nation faces a substantial budget deficit. Moreover, Russia’s full-scale invasion is now in its fifth year.

Deputy Prime Minister Vsevolod Chentsov highlighted various funding options. He stressed the need for new approaches during a recent meeting in Dublin. He suggested a partial release of the funds. In addition, broader guarantees could help overcome previous obstacles.

Over €200 billion in Russian central-bank assets remain immobilized across the European Union. Most of these funds are held by Euroclear, a Belgian financial depository. However, Belgium has consistently resisted proposals to utilize these funds. Its government cites potential legal and financial risks from Russian retaliation or litigation.

Chentsov believes different figures could serve as a crucial first step. Furthermore, Europe needs new mechanisms to guarantee this financial instrument. He stated other international players might help address Belgium’s concerns. Therefore, restarting discussions on this issue is essential.

Despite Ukraine’s urgent plea, Belgium appears firm. A spokesperson for the Belgian Foreign Minister confirmed their position remains unchanged. Meanwhile, the European Commission is currently focused on disbursing a separate €90 billion loan for Ukraine. This loan aims to cover immediate financial gaps.

However, Ukraine’s leadership remains optimistic. Chentsov emphasized that a solution would be found if there is a collective will. The push for frozen Russian assets underscores Kyiv’s urgent need for additional financial resources to sustain its defense and rebuild efforts.
